I think the tradition of public art popping up during the summer in small towns started in NYC about 10 years ago with fiberglass cows that were painted by artists… a Bloomberg idea? Well its gotten better and maybe not?  Here in Belfast the organizations Eco-motion and  Waterfall Arts spearheaded a competition for artist to deploy chairs all over the small city for its annual interactive street art initative. Some good, some bad, but a great way to start up talking about public art.
